Congestions, no asperater and meds...?

My daughter is 8 months old and she is really congested. So i took her to the doc cause a month ago i called because of if then i got a humitifire and it went away now its been back for a week. The doc told me to swich to soy but she didnt stop screaming her head off for the 2 days i gave it to her so i quit and gave her, her old formula back. I started her on amoxacilin and spray little noses and wipe her nose whenever she has buggys. I just took her in the bathroom while i took a hot shower. Then wiped her nose when i got out. The asperater isnt working tho because the stuff in her nose is gooy not hard and its not coming out. Can i stick a q-tip up her nose alittl to get the gooy stuff out?? also how long do the meds take to work, she seems better during the day but at night she gets congested again.
