How does our government determine which drugs are considered legal vs illegal?

the government determines that a drug is illegal if it serves no lawful purpose and has negative consequences resulting from taking/using that drug every time. Alcohol, although a drug, is legal because one sip for instance does not produce negative consequences whereas cocaine or heroine produces harmful effects even in the most minute of use. hope that helps
