97 yamaha blaster is not getting gas to plug ,why?

i just ordered a carb. rebuild kit and installed it when i tried starting it, nothing!what is going on ? my plug is bone dry new plug. can any body help? did i forget to do something, by the way there is a little rubber o-ring in the rebuild kit i dont know where it goes .
