Does he like my best friend Chloe?

My bff wants me to ask you guys this cuz she doesn't have an account.There is this guy in my cl called Steven (he is also my nieghbor) and my bff Chloe thinks that he likes her. When it was library time and we went there, Chloe saw Steven staring at her when they were at the library and then when it was recess he kept on talking to her and stuff. Does he like her or what? My bff would be happy if you answered! ^_^
